MOUNTED PATROL UNIT
The Stillwater Police Department (SPD) Mounted Patrol Unit began as a "one horse" operation back in 1986. The unit was formed by its lone rider, Sgt. Steve Hoffman, who saw not only a positive public relations role for SPD, but also a way to enhance police protection during public events by maintaining:
  • A high degree of visibility
  • An assured means of mobility
  • An effective form of crowd control

Under the continued leadership of Sgt. Hoffman, the unit became "officially" sanctioned by SPD in 1991 and has currently grown to five full-time volunteers.

Although each volunteer must provide his or her own horse, transportation, and any other gear required for riding, the department has graciously provided for the allotment of saddles, blankets, breast collars, and head stalls.

Furthermore, each volunteer must possess or be able to obtain certification from an accredited Police Mounted Patrol School. Currently, four of the five members possess the required certification, and the fifth member is scheduled to receive their training at a later time. To date, during their respective graduation ceremonies, Sgt. Hoffman was awarded "Best Horse and Rider", and Sgt. Kerry Bell was awarded "Most Improved Horse and Rider".

In order to maintain their effectiveness in all aspects of mounted patrol, the unit meets a minimum of four hours, once a month, for ongoing training. While they typically train at the Oklahoma State University (OSU) Animal Science Arena or downtown Stillwater, the specific location would depend on the particular training scheduled for each session. Some of the unit's ongoing training includes:

  • Safety Measures
  • Riding Techniques
  • Unit Formations
  • Crowd and Custody Control

SPD's Mounted Patrol Unit primarily participates in public events through- out the city of Stillwater. Many of these events include the Payne County Fair, OSU's Homecoming Activities, and both the annual Stillwater Fourth of July Celebration and Christmas Parade.

They do, however, also participate in many of the various activities conducted by organizations and communities within and around Stillwater. Some of these events have included Country Fairs, Founder's Day Activities, and Parades of all kinds.
