Staff Services Division

Under the direct supervision of Captain Kirk Mittelstet, the Stillwater Police Department (SPD) Services Division consists of, One Lieutenant, Training Sergeant, Firearms Instructor one Information Specialist, Two Property/Evidence Technicians, Communications Supervisor and twelve Communications Specialists.  Individual functions, services, and departments include:

Management

Based on the assigned personnel, it is immediately obvious that several people perform multiple duties. The Lieutenant is responsible for the Central Communications Unit Supervisor, Property Unit, Training and Hiring, Firearms Training Unit, Purchasing and Supply and Data Management Specialist.

Administration

Additionally, Capt. Mittelstet receives various projects of an administrative nature. These other functions may be as varied as the planning and research of new equipment technology, conducting tours, agency correspondence, budgeting, liaison with various educational institutions for college-federal-work-study employees and interns.

The remainder of his time is on other administrative functions. This would include directing tours of the facility, corresponding on behalf of the Chief of Police and attending department planning and policy meetings. As with any other Captain, he is expected to address anything brought to his attention and to either take action himself, delegate it to a subordinate, or redirect it to the proper person.

Purchasing and Supply

Lieutenant McDougal duties involve planning and budgeting, writing specifications, coordinating purchases, confirming deliveries, sending items for warranty repair, dealing with vendors, issuing equipment and assisting employees identify needed equipment. Keep in mind that he is shopping for a family of nearly one hundred.

Often while researching new technology or products, he communicates with several vendors and other agencies using the products via the Internet or telephone. We rarely make site visits anymore to view available equipment or technology.

To provide resources to the Officers that work hours that he is not on duty, SPD’s internal e-mail has become very beneficial. Officers that need equipment can notify him and he can then acquire and issue the necessary tools for them to accomplish their tasks. He also delegates the access to the supply room to the Property/Supply Technicians  in an effort to assist in routine issue of equipment.

Personnel

This includes all the necessary communications with the City of Stillwater Human Resources. Additionally, The Training Sergeant  must communicate with those persons interested in careers in law enforcement, process applicants during testing and oral interviews, coordinate the selection process for any vacancy and also sit on hiring boards.
